The Mount Pleasant Borough Business District Authority (BDA) is the oldest operating Authority in the Commonwealth of Pennsylvania. The BDA was created in 1983 by an act of Mount Pleasant Borough Council to improve, promote and enhance the business district of the borough. The BDA is a taxing authority and is governed by a board of nine members.
The BDA has played a significant role in the continuing progress of the business district of the Borough of Mount Pleasant. To date, the BDA has generated over 1 million dollars into the borough through use of federal and state grants and low interest loans. These monies were utilized in projects including the social walkways, planting and maintaining trees on Main Street and various other enhancements to the business district. The largest undertaking was the purchase and renovation of a former Woolworth's Department Store on Main Street and reopening it as the In-Town Shops, the area's first retail incubator. The incubator gives new entrepreneurs a low cost opportunity to start and grow a new business by offering inclusive rents and business resources.
Marketing and promotion is a major part of the BDA. The BDA was instrumental in the creation of the Mount Pleasant Brochure and various other advertising and promotion packages aimed at maintaining a thriving business community.
